A filter to show tasks based on non-zero efforts for a date range
Suppose there are the tasks say A, B, C, D and E. Say, A, B C are tasks already started. On 12/12/2011 the user worked on tasks A for 4 Hrs and on task B for 4 Hrs. On 12/13/2011 she worked on A for 6 Hrs and on C for 2 Hrs. On 12/14/2011 she worked on task B alone for 8 Hrs. Now if she filters her tasks she had worked on, say, 12/12/2011, she should get the tasks A and B with the corresponding effort details of that day, ie, A-4 Hrs and B-4 Hrs. Similarly if she filtered for the date range12/12/2011 to 12/13/2011 then she should get A-10 Hrs, B-4 Hrs and C-2 Hrs.

With that, you could do the date range thing, whether in the effort viewer or the task viewer. And for the task viewer you could sort by time spent
I’m adding a comment to that also to account for one element of your request otherwise missing: calculating info for the date-range filtered.
